It may be a data problem...

The dashed way is the following:
http://www.openstreetmap.org/browse/way/207198651
The non dashed one is: http://www.openstreetmap.org/browse/way/207198652

This second way is also part of a relation:
http://www.openstreetmap.org/browse/relation/2777287

To me, it looks like this relation is mixing 2 things:
- type=route + route=subway
- railway = subway

The route is fine, but the railway=subway is creating a duplicate with
the existing railway=subway that are on the ways themselves.
osm2pgsql thus created another "line" object for the whole subway line
which makes mapnik draw the dashed subway line twice... making it
looking as undashed in some parts.

railway=subway should not be on the route relation.
