you can use a Site relation to connect two distinct entities (pub and hotel) in 
one. Are you sure it is the same business? If they also were operating a public 
toilet, would you tag amenity=pub;hotel;toilet? (btw: hotels are tagged as 
tourism=hotel anyway)
