I completed the edit without issues.
https://github.com/openstreetmap/iD/issues/2270 opened for one source.
JOSM had a few too, but those cover more versions so don't show up at
the top.
I manually handled relations which had other relations parents, and in
ever case it was an error of some kind. Most of the parent relations
themselves had no tags and no other members.

I'm proposing a regular mechanical edit to remove relations over two
days old with no tags, no members, and that are version 1. The reasons
for this are hopefully obvious. They should only exist through editor
bugs, and contain no data from users of any kind. There are currently
1.4k relations like this.
The technical details are at
http://wiki.openstreetmap.org/wiki/Mechanical_Edits/pnorman#Repeated_empty_relation_cleanup.
I've done a similar mechanical edit in the past.
In case of a conflict (another user editing them at the same time) the
API will reject the changes and I'll just re-generate the list. I
consider this very unlikely, as the only way you can do anything with
the relations is to know the machine-generated ID.
Before actually conducting the edit, I want to see what editors were
used, and submit bug reports if there's any regular problems.
I'm calling this a regular mechanical edit rather than a bot because
it doesn't have the level of automation to be a bot.
