There is at least one free (but not open) program for Windows that does
what you want for JPEG pictures: http://www.geosetter.de/en/

   1. select the photo in the folder
   2. locate the position of your photo with a marker on the map (Google or
   Google Hybrid or OSM - your choice)
   3. click the "import position" button
   4. click "save changes"
