Unfortunately it needs a little more than just that. The end points need 'shortest route', but once one has avoided the - in my case 10 mile detour going north - one wants the motorway rather than the slightly shorter 'old road'. I have tried playing with the biases in the past but invariably they get reset by some update and I'm back to square one.
