Yep - a messy tagging scheme will always be open to individual, or editor, 
interpretation.

So any excess energy we have should go into organising a better tagging scheme 
that can be used by all editors for validation purposes. That would go a long 
way to solving many of the tagging wars.

  I've said years ago when this duplicate scheme was introduced that
it will lead to problems for everybody. And here we go.
  If now new scheme is accepted this will make a bad precedent.
