Just for anyone who wants to do this, changing your OSM username is very easy, it's the in the “My Settings” page when you log in and click on the drop down in the top right, and is the “Display Name” field. You'll have to re-log into all apps. You don't have to ask anyone. It happens immediately.

Yep, a person's edits can still be tracked through the uid which cannot be changed, so this isn't something that works.

Creating a new account is a much better approach.
