Summary: Make page-spec and comp-spec distinct

Initial Comment:
Using a single <specification> element in the DTD for 
both pages and components its a bit off, since pages 
can't contain parameters.

Should have two top-level elemements: <component-
specification> and <page-specification>.

Maybe you should consider making them two separate DTDs as
they live in separate files?
