The two cents:  

I think annotations are great and convenient, this is not intended as any kind
of annotations flame war.  I think XML is easier for tool support, amongst
other things.  We are going to have more annotations support in the future with
the Cognition Modeler, but otherwise XML provides a reliable, known structure. 
XPath queries,  DTDs, etc make it very stable and easy to work with.  It also
separates configuration from code, that can be edited without recompilation.

Per seeing some of the products at EclipseCon - whoa nelly on the annotations. 
For some methods you see more annotations than you do code.  I am definitely
looking forward to T5 (as per Jesse is a ways away), but am hesitant to drop
the XML option.

In terms of Spindle, we are going to try and put some resources in this
direction - it seems like the most desired feature for any dev tool for
Tapestry.
