Also found another one. If the host not in normal state and you specify targetHost to that node, it will continue to activate and give an error saying that the host is not normal (clustermanagerservice/activatevm). I think this is a recent change? I remember being able to force a vm on a node that was in decayed state.
I am going to fix that one now.
