Of course you should organize it as you want, but you can have
multiple types of categories, e.g.:

Priority
    High
    Medium
    Low

Urgency
   High
   Medium
   Low

Context
   Need internet
   Need phone
   At work
   At home

Assign your tasks to any combination of these categories and it
becomes easy to select all kinds of combinations, e.g. urgent tasks at
home, high priority tasks at work that need phoning, etc.
