You mean something like the Outlook notification for new mail?

That's a good idea: that way no configurable option is needed. This
would even work without the notification: Come to think of it, Task
Coach already supports this more or less: right-click a task and then
hit "New effort...", fill in the description and hit OK... Isn't that
80% of the solution?
