I´m not sure I´m following you here. This sounds very complicated to
me, but maybe I´m misunderstanding something. Are you suggesting that
doing a right click on a task can result in two different results
(bringing up a dialog or showing the context menu) depending on what
the user did before right-clicking that task?

I was thinking of giving the "New effort..." menu item a keyboard
shortcut (e.g. Ctrl-E) so that you can select a task and then hit
Ctrl-E to bring up the effort dialog and start tracking effort for
that task.
