I think it may be due to FUSE.t2flow not being a valid t2flow file. It starts with:
<workflow xmlns="http://ns.taverna.org.uk/2010/xml/server/"; version="1" producedBy="taverna-2.4.0"> when it should say: <workflow xmlns="http://taverna.sf.net/2008/xml/t2flow"; version="1" producedBy="taverna-2.4.0"> Note the different namespace. I tried changing the namespace and was able to submit it to a Taverna Server here.
