That macro line adds it for a second time, creating two copies of the message in this case. If the folder has the focus when you reply to a non-list message, the list will get a copy of that too. Very nasty. The best choice by far is to not use folder templates for reply. Use address book templates everywhere except where a list does not allow replies by default (replies are directed privately to message authors).
