of "Possible bug ?":

I use deferred delivery all of the time and it works fine. I have a
24/7 connection to my mail server on the LAN.
What do you mean by "The Send Button"? There are three icons and many
hotkeys. Icon 1 is "Send immediately". Icon 2 is "Place in outbox".
Icon 3 is "Place draft in outbox". Use the 3rd option for complete
deferral. Also, make sure that "Combined delivery" is not not checked
to put sending under your complete control.
