Well, after much playing around, I pinpointed it.  It has to do with
either the display name, or something around there for the addressbook
entry.  An example:

  First Name: Bob
  Last Name: Builder
  Email: [EMAIL PROTECTED]

Okay, if this user is in my addressbook, and part of the group, and I
reply to an email, and it sets the "To:" header as such:

  To: Bob Builder <[EMAIL PROTECTED]>

The templates work fine.  If however, the user sets an aliased name
(not email!), for example, they set their From name like such:

  From: Building Supplies <[EMAIL PROTECTED]>

Which forces TB to make the To: address appear like this also:

  To: Building Supplies <[EMAIL PROTECTED]>

Then the template fails.  Also I've noticed the template will not kick
in if you have " " around the name either, so:

  To: "Bob Builder" <[EMAIL PROTECTED]>

Would also skip the template. This would mean (to me) that templates
don't trigger on email addresses, but they have to match the exact
contact details (be it the display name or whatever) before a template
properly kicks in. Anybody else seeing this? As I said, 90% of the
time, I don't notice as most of the people are consistent in their
From: settings, but I have some people on one list in particular that
keep changing their name part in the From: field.
