Wrong. I tried that a few times over the past few days because I
wanted to try/use encryption. Since my old settings did not come back
after a restore I had to delete the reg tree again, re-create the old
one - and didn't have encryption.

When trying out encryption again, I went the same route you just
proposed again. The passphrase I entered when first doing it stuck. I
have no idea where exactly it is ...
