I can confirm underlining and the strange symbol too.

Example From-String: =?iso-8859-1?Q?Der_=DCml=E4ut_Test?=

TB 3.61.10 shows: Der Ümläut Test
TB 3.61.11 shows: Der_Ümläut Test

If only parts of the string are encoded, then everything before "iso"
gets lost as described before.
