Actually, in Outlook Express you have to set the default character set
and there after you can alternatively select which one to use for the
message(there's no auto detection in OE). And, in Outlook a default
character set is also specified and selectable, and it's also possible
to deactivate the auto detection option in Outlook, so that the user
can specify which character set they want to use.

If it is to add an automatic character set selection feature option,
it should be an option that can be deactivated. But, it could be
enabled by default for new TB installations only.
