I would prefer a "closed beta - public beta" approach. The closed betas should
be announced only on the list and only list members should be able download 
those
builds. The open betas would be the release candidates in .msi form and should
be available to all people after some days of testing from the members of the
list.

This seems to be an overkill but it has some profound advantages

1. People wouldn't be able to download potential dangerous betas. Of course
one could say "It's a beta, use it at your own risk" but the word of mouth
in a case like that will be very bad PR, even if the audience is warned.
2. The release candidates should be what their title means, release
candidates. There are still betas but have been tested thoroughly from us and
if no showstopper found should be released as official version.
3. I hate to see beta announcements in places like "betanews" where
potentially unstable betas are posted an people criticise badly the bat
because of a version that should not been available.
