No, only for filters which perform a "part-way" function on a
*matched* message for which there is a further filter below. If a
filter fails to match then TB processes the next without being told.
It is only when a match is made that there is a possible need for
further matching with other filters. Indeed, if a filter has already
moved a message then there is no point in continuing with others,
since the message is no longer available to be inspected for
filtering.

Only on a per-filter basis.

That last one would cause the first filter that contained it to grab
any message you have sent without letting the others see it at all.
"Alternative" filters form a logical "OR" component in a filter, so if
the primary rule fails to catch the message, the Alternative will get
it. In this case, if any outgoing filter contains the Alternative you
describe above, then it will catch *all* messages sent by you and not
let any of the others see it.
