Could you post an example of how your mailto is presented *in the
template* that contains your mailto? And/or how your mailto is
presented by the time it's on an outgoing mail?

Sometimes, if the syntax of your mailto isn't properly set up to deal
with the fact that it's in a TB! template, it can create a different
subject line than the one you intended - and therefore the filter,
looking for an *exact* phrase, will not respond.
