So, if I understand you right, by including %INSERTPGPKEY='0xB04AF414'
or %INSERTPGPKEY='[EMAIL PROTECTED]'

it should include the public key associated with it.  IS there some
other setting that is required?  I have tried both methods, and
neither one appears to perform as expected.     That is, nothing is
entered at that point.
