After much experiment the one that always works (given that the spam email I get is almost exclusively HTML and exclusively multipart with an attachment) is "content-type: text/html" in Kludges (no quotes when typing it into the box). So a combination of that and "<html>" (again no quotes) in Text would probably cover everything reasonable.
