Excuse  me  for  jumping  in,  but  I DO use NAV with TB!, and that IS
exactly  what  NAV  does!  It  squirrels  the  email *directly* to its
quarantine  directory  and  does *not* let come into the Inbox. And in
fact, I *don't* see it there.

My personal experience...
