TB! doesn't support using DNS Blacklists, although it'd be a nice
option, probably a little bit of a pain to implement, this may be
something for a plugin if possible, or at least a suggestion over to
RitLabs.

As for the submission to spamcop, checkout the filter listed here:

That should make your life a lot easier at least.  I use it all the
time ;)  As for working out what is spam, I suggest trying to do
filtering in the following order:

- - High traffic Lists
- - High traffic Contacts
- - Other lists
- - Other Contacts

What is left (in most cases) is unmatched mail.  Unless you contact a
lot of people that aren't listed in your address book, what is left
falling out the bottom is (in most cases, and in theory) spam.
