Yes. This would need to be restored as well if you really need a
restored installation that worked just like the previous.

I'm almost certain that the incompatibility goes in only one
direction in that Win9x will not recognise the format of XP registry
export files. However, XP shouldn't have a problem with reading
Win9x registry export files.
