The difference between a cell-phone battery and a UPS battery is that
the UPS battery isn't in use while their is power.  So it *should* be
charging while you use it.  That is why I don't think I needed to
charge mine.

The one I have uses a serial connection instead of a USB. I don't use
it personally, doesn't work with my Operating System :)
