It appears that you can move folders by right-clicking and choosing the context menu item only within the account. So if a folder is the last one in the account, you cannot move it down but only up. If you try this with a folder in the middle of the account, you can move it both ways. In order to move folders across accounts, you hold down the alt key while dragging it with the mouse.
