No such setting in TB...

Here's my guess.

You have TB configured to "collect mail at startup" in account
details.

The Startup group shortcut is good and works fine.

The other shortcut you have erroneously includes a "/EXIT" command
line parameter. The "collect mail at startup" task kicks in before
the /EXIT is obeyed and stalls the "requested" exit with the "Tasks
are active" message you see.

That's all I can think of. Edit the shortcut.
