The Startup group shortcut is good and works fine. The other shortcut you have erroneously includes a "/EXIT" command line parameter. The "collect mail at startup" task kicks in before the /EXIT is obeyed and stalls the "requested" exit with the "Tasks are active" message you see. That's all I can think of.
