Rather than location=everywhere including attachments it might be
better to have a separate, new, 'location' option;
location=attachments. Then you existing filters would work as now
without any additional overhead and if you wanted to include
attachment filenames in your filter criteria you just set up and
alternative using the new location option.

The logic behind not filtering attachments is /not/ necessarily sound;
it's just incompletely thought through.
