  Account -> Properties -> Templates -> Forward: Uncheck 'Forward messages as 
attachment'

When you don't want to send the text of the original message along,
you can delete it from the message manually (for when it's only once
that you want to do so) or delete the %Text macro from the forwarding
template, but then you'll never send text along, not even when you're
forwarding a text only message.
