AFAIK, it only works on incoming mail. As to why nothing seems to be getting filtered on the new mail DL, now you need to look at the settings on the Options/Preferences/Anti-Spam page. I have my "move message if score is greater than" set in the single digits. But that depends to some extent on the actual message base that you have ... how different your Ham is from Spam.
