Summary: 

1.  I used a Framescript to change all text tagged with OLDTAG 
    to being tagged with NEWTAG.  No text in any of the files is 
    tagged with OLDTAG at this time.

2.  As the condition OLDTAG still existed in each file, I deleted 
    that condition from each and every file. OLDTAG does not exist
    in any of the files any more. The OLDTAG condition has been 
    verified as being deleted from each and every file. It has been 
    searched for and DOES NOT EXIST anywhere in any of the files.

3.  If I show/hide conditional text at the individual file level,
    NEWTAG is available, and OLDTAG is not, as I expect it to happen.

4.  If I show/hide conditional text at the BOOK level, OLDTAG is
    available, but NEWTAG is not, which is *not* what I expect to
happen.
    NEWTAG should be available at the book level show/hide, and OLDTAG
    should not show at all as it has been deleted.

5.  I tried saving the book file to MIF, but that did not work.  I also
    tried closing out of FrameMaker and restarting, and that did not
work.
    The book file refused to give up references to OLDTAG and recognize
NEWTAG.

6.  FINALLY, Sean's suggestion to make a new book file seemed to work.
Yeah!!
