Given 1-5, what you needed to do was save the bookfile.book as a MIF, bookfile.mif. Open bookfile.mif in a text editor. Search for OLDTAG and delete the entry for the OLDTAG condition. Save the MIF file as text using bookfile.mif name, close the MIF, open bookfile.mif in FM and save it as bookfile.book again.
The issue is that the book file itself stores information, such as a list of conditions used. But that list is not dynamic, so if you remove conditions from your chapters, the book file still remembers it. AND, there's no way to access that list from the FrameMaker GUI. So, what you do is save the bookfile as MIF and delete the reference to the old condition tag from the text editor before saving back as an FM binary.
