In California, if you receive lump sum severance it does not affect your unemployment benefits schedule, but severance received as a salary continuation does (you apply at the end of the continuation). I think this is fairly universal across all states, but check yours.
Try the Small Business Administration (www.sba.gov). My experience as a 1099 contractor/consultant was that incorporating didn't offer sufficient advantages to justify it.
