I've posted the changes on here, and received no feedback, so I can't
say...
1) drop root to <name> with -U flag. (no changes to configure)
This is in use in RHL 7.2.
2)'--with-user=<name>' flag which can be used to make tcpdump drop root by
default to <name>. This will probably be used in a next release of RHL.

Oh well, I can manage with my local patching I guess, but sooner or later
this will have to be settled.
