  Yes, I like this. I would not read the details, and cvsweb gives those
  details to people who want them.

My two cents to the discussion that went on around 26 Dec, before I was
subscribed:

IMO there should be a ChangeLog which would document every change.  This
is invaluable for those (developer-kind-of-guys) that want a quick look
what has changed e.g. since 3 weeks ago.  CVSWeb is good only for checking
progress on a several files.

This is not to say there shouldn't be "manual", summary-like CHANGES file.
It'd only be updated more infrequently (from the practical point of view).
