Looking at your new.pcap, it looks like tcprewrite is properly editing the udp destination ports so that's not the problem. Is there a switch in between the centos/tcpreplay box and the target? Do the destination MAC/IP addresses of the packets match the MAC/IP address of the target? >From what I can tell, there isn't anything wrong with the packets in the new.pcap. The IP and UDP checksums are correct. My guess it that there is something wrong with your testbed/environment which is preventing the packets that tcpreplay is sending from reaching the target.
