Thanks very much for taking a look at the capture, I think there _is_ a switch
between source and target.
I compiled tcpreplay on the source box cos that is the only box with a compiler.
Can relocate tcpreplay to another box with the same h/w (intel) and OS (centos
3.9)?
Might be able to find a box connected with just a cable..
Or actually relocate to the target box? ie send a trap to localhost port 163?

Looking at your new.pcap, it looks like tcprewrite is properly editing
the udp destination ports so that's not the problem.
Is there a switch in between the centos/tcpreplay box and the target?
Do the destination MAC/IP addresses of the packets match the MAC/IP
address of the target?
From what I can tell, there isn't anything wrong with the packets in
the new.pcap. The IP and UDP checksums are correct. My guess it
that there is something wrong with your testbed/environment which is
preventing the packets that tcpreplay is sending from reaching the
target.
