Probably because in sys_rmdir:
NDINIT(&nd, DELETE, LOCKPARENT | LOCKLEAF | TRYEMULROOT, pb);
however:
#define FOLLOW 0x00000040 /* follow symbolic links */
#define NOFOLLOW 0x00000000 /* do not follow symbolic links
(pseudo) */
This is one of the reasons behavior like this should be controlled by
booleans or enums rather than flags...
