I have very little basis for more than wild guessing here; I rarely use sparse files, and even more rarely use files sparse enough to make a significant difference from a quota point of view. Furthermore, those few uses are generally administrative, the kind of thing that either is on a non-quota filesystem or is owned by a user who can be exempted from quotas without harm (eg, root).
