Dividing by hz would be used to...all I can think of is, to convert a tick count to seconds. I have trouble imagining why/when that would be a useful thing to do, nor who would do it yielding an integer and then doing something that would affect autoconf timing with the result. Since you've seen it happen, though, obviously someone has found a use for it. What am I missing?
