It will work, as long as the value of the initial trust is less than the
cost of getting a new peer. Can we ensure that this is the case?

The initial trust must be at least one successful request per node (for
an average number of nodes for a newbie), because each node will require
at least one successful request to move forwards in tit-for-tat.

The cost of getting a new peer is fairly low: Most successful requests
will return a new peer, and announcements can return a large group of
them. Perhaps we can limit this, but any such sanctions will make
bootstrapping harder and consequently turn away large numbers of users,
and anyway we will still need announcements.
