Spiceworks should solve most of these problems and is free to use with the 
unfortunate caveat that it only runs on Windows. That being said it will run 
just fine on Windows 7; you do not need Windows Server.

The IDS would be separate. If you are looking for free software try Snort or 
Suricata.

Keep in mind that this software is free to own but it will certainly cost you 
time to install, configure, and maintain. Make sure you calculate the TCO for 
your top solutions.
