It does not matter. Kids just adapt extremely rapidly. I have switched my kids' laptops from Gnome 2 to Gnome 3 to XFCE and back to Gnome 3. They express their likes and dislikes (they actually all prefer Gnome 3), but manage to make it work. Some of them have had to use Windows and Macs at school, again, they just learn. Chromebook might be limiting for them, although that is less and less true. Do not get them an underpowered computer, you have grown used to waiting, they haven't, and patience is rarely a strong point in kids.

For older folks who have spent their entire active life without computers: yes, chromebook, 100%.

If you go with Linux, give them admin rights (add them to the admin group) and teach them how to find and install new packages. You will be surprised how different their workflow will be from yours, and how good they are at find apps that suits them.
