For my toddler, I got her an android tablet - the trick is - you have to
install Zoodles Kid Mode. Set a PIN so they can't get out of it. Also set a
PIN on your google account so they can't make in-app purchases. Also install
Tasker (or something similar) to automatically launch Kid Mode whenever the
device reboots.
I can't recommend it highly enough. Although the Nabi ads directly attack
android, so if you believe their ads, you might want to check it out.
Why wouldn't you just create a google account for them, and set their tablets
with it?
If you need to purchase an apps for them, you can get them to login on google,
add your credit card, buy the apps, remove your credit card.
They'll need the account soon enough, when they start using Khan academy...
