Or if it's a Good Thing To Do on technical grounds.  (That is, after
all, the reason why we added the strl* functions, and many many other
things too.)

IMHO this is the key question:  never mind other OSs, do we think
that \<word\> is a Good Thing to have in OpenBSD?

IMHO the answer is yes, and it should be in libc so that everyone
gets it consistently.
