It's the same markup groff/mandoc/less/etc use:

mandoc /usr/src/usr.bin/ul/ul.1|ul

(Although I didn't remember that and did spend a while looking at the
code trying to figure it out.)

But I don't think ul is terribly useful, you can do it with "more -e".
